Checks whether the given type description is a detailed description (XtTypeDetail) or a simple one (XtTypeInfo)
Parameters
- toTest: XtTypeInfo | XtTypeDetail
  The type description to test
Returns toTest is XtTypeDetail
True if the value is an XtTypeDetail
